Charles CARROLL the Settler was born in 1661 in Litterluna, IRE. He died in July 1720 at the age of 59 in Maryland. He was educated in France and read law in England. He emigrated to St. Mary's City, MD ... then the colony's capital ... in October 1688 with a commission as Attorney General from the colony's Roman Catholic proprietor, Charles Calvert, 3rd Baron Baltimore.

In 1689, the Protestant Rebellion put the majority Puritans in charge of the colony, and ended the Calvert proprietorship of Maryland. In 1694, it became illegal for Catholics to hold public office. So Carroll went into the import-export business with a store in Annapolis, and also into finance and planting. In his lifetime, he became the wealthiest resident of Maryland with land holdings of over 50,000 acres and he was also the colony's largest mortgage lender to other planters.
